Bethesda Softworks has commented on the performance of the console version of Fallout 4. In his tweet, Bethesda Softworks PR, Pete Hines talked about the PS4 and Xbox One version of the game confirming that they run at solid 30 fps.
When one of the fan approached Pete Hines on Twitter asking about the performance of the console version of the game, Hines replied back that they run at solid 30 fps, and he plays them all the time. He also added that he is sure fans will be pleased by the performance of the game.

He also explained the reason why the game won’t have the full install on the PC retail release. According to him, the reason why there is no full install available with retail disc is because of the limited install base on PC for retail release. This is something that they Bethesda Softworks has been doing for a while with their past games as well so it is nothing new.

If you have bought Fallout 4 for PC at retail, you will still need to download some of the game files through Steam.
Fallout 4 will be available on November 10th for the PC, PS4 and Xbox One.
