The Pokemon featured in Pokemon GO can be classified in a tier list based on their CP. CP stands for their combat points and the higher CP a Pokemon has, the better it will be in combat.
Some Pokemon GO users have now found a way to calculate the exact formula for determining the CP gained by Pokemon after each power up. They have classified a tier list of Pokemon based on the CP calculation formula that classifies each Pokemon from SS to F tier.
This list also contains the infamous MewTwo even though it isn’t really available for the public as of yet. MewTwo is expected to be added in a future update or released in a mega event that could allow the Pokemon GO players to capture MewTwo for a limited time.
You can check out this tier list for the Pokemon below.

Usually the Pokemon can be power leveled until it is twice the level of the player, so if you are level 20, you can power level your Pokemon to level 40.
