Atlus USA recently announced the release date for Persona 5 for the PS3 and PS4. The game has been confirmed to release on February 14th for the PS3 and PS4 in North America. There is no update yet on a release date for Europe but according to Atlus USA PR Manager, John Hardin, fans have no reason to panic.
John Hardin also revealed that the Special Edition getting out of stock is related to the retailer and not actual stock. This issue should be resolved in due time. He also talks about the DLC that is being released with the Japanese Collector’s Edition and still hasn’t been confirmed with the North American Collector’s Edition.
For those asking about EU: No news, but we know you're thirsty for it and other ATLUS/SEGA titles. Don't Panic.

For those who are seeing P5 special editions being out of stock, check back later. There is no limit on them, might be retailer backend stuf

For those asking about the P5 DLC stuff included in the JP CE, right now, it's not included for NA. But will be addressed later.

Follow-up to DLC tweet: "Will be addressed later" means we still don't know what will happen. We were focused entirely on physical goods.

Fans were quick to note a minor change between the boxart of Persona 5 between Japan and North America and Atlus clarified that the reason for this change was due to the placement of the ESRB logo.
Persona 5 is currently confirmed for a release on September 15th, 2016 for Japan and February 14th, 2016 for North America. The game is being developed for the PS3 and PS4. If you were hoping for a PC or Xbox One version, there is absolutely no chance for it according to Atlus USA.
